Colorado Consumer Health Initiative Guiding Principles for State Health Reform We believe the package of health care reforms that are implemented in Colorado should… - Produce quality, affordable health care that allows all Colorado residents access to appropriate health care services when they need them.
- Approach health holistically, including not only primary and acute care, but also mental, dental and long term care. Don’t segment people’s health.
- Share responsibility and risk for the state’s health care system among all stakeholders. Businesses, insurers, government, providers and individuals should all share a common goal of improving the health of all Coloradans.
- Reform the private insurance market to control costs and allow everyone equal access to quality health care services.
- At a minimum maintain current levels of coverage mandated by state law. No backsliding.
- Preserve and strengthen public programs and the safety net for vulnerable Coloradans.
- Improve and strengthen the long term care system in a way that entitles people to care in the least restrictive environment.
- Reimburse the provider community at a level that encourages and retains participation in public programs.
- Simplify the current system so that there are fewer administrative and financial barriers to enrollment and participation in public programs.
- Reduce geographic, racial and ethnic health inequities.
- Limit the financial burden placed on individuals and families. No one should face bankruptcy or loss of home, etc, due to health care needs.
- Promote prevention and wellness.
- Ensure continuity of care.
- Promote quality improvements.
- Build into the system mechanisms for evaluation and accountability.
- Finance the health care system in a way that is efficient, equitable, broadly based, and affordable to all individuals.
